Servicom was set up by the federal Government of Nigeria in June 2003 in recognition of citizen’s right and entitlements to good service delivery. It gives Nigerians the right to demand good services. These rights are contained in servicom charters which are now available in all Government agencies where services are provided to the public. The charters tell the public what to expect and what to do if the service fails or falls short of their expectations. Servicom is a presidential initiative by president Olusegun Obasanjo GCFR, and the obvious reason for the initiatives is to ensure that things are done transparently, equitably and efficiently. Companies, agencies and parastatals now use it as an avenue to checkmate the activities of different sector in the area of service delivery.

It was launched in March 2004 as a tonic to help the systematic institutional reform programme that has now engulfed every sector in Nigeria, and in ministry of health, professor Eyitayo Lambo, to improve services, efficiency, better client tele-sensitivity and good health service practices.

The expectations of the initiative includes:
i.                        Provide quality services designed around the requirements of their customers and served by trained staff sensitive to the needs of their clients.
ii.                        Set out the entitlement of the citizens with whom they interact clearly and in ways they can readily understand.
iii.                        List the fees payable (if any) and prohibit the asking for the making of any additional payments.
iv.                        Commit to the provision of services (including the processing of applications and the answering of correspondence) with realistic set time frames.
v.                        Maintain “suggestion boxes” in public places to facilitate the making of suggestions for improvements in level of service.
vi.                        Servicom limitations includes Set standards rather to general and therefore very superficial, Mainly focused on raising awareness of Nigerians to their rights for quality services, Lacks operational performance standards for performance improvement.
